War Against Chitta Drug Has Evolved Into Mass Movement: CM

Shimla : Himachal Pradesh Chief Minister Thakur Sukhvinder Singh Sukhu declared that the state’s aggressive campaign against drug abuse, particularly the lethal synthetic substance locally known as "Chitta" (adulterated heroin), has officially evolved from an administrative initiative into a widespread mass movement.

 Speaking at the closing ceremony of the Shimla Cricket Carnival, organized under the anti-drug theme "Say No to Drugs, Embrace Sports," Chief Minister Sukhu emphasized that the state's battle against narcotics is now being actively led by the public. He highlighted that panchayats, social organizations, teachers, parents, and the youth are working collectively alongside law enforcement to safeguard the future of the state.

 The Chief Minister outlined that the government has adopted a strict multi-pronged strategy focusing on enforcement, supply reduction, and rehabilitation. He revealed that over the past three and a half years, the state has dealt a severe blow to the drug mafia by confiscating illegally acquired properties worth nearly 51 crore rupees linked to drug trafficking.  

Furthermore, the state administration is showing zero tolerance for internal complicity. Legal proceedings have been initiated against 123 government and police personnel involved in drug-related cases, resulting in the dismissal of 10 civil servants and 21 police officers. In a landmark preventive measure, Himachal Pradesh has also made dope testing mandatory for all new recruits entering government service.  

"The war against Chitta cannot be won by the government or police forces alone," Chief Minister Sukhu asserted, while administering an anti-drug pledge to local representatives. He added that the state has launched its intensive second phase, directing senior administrative officers and superintendents of police to regularly visit schools and colleges to educate students and build localized rings of resistance against drug abuse.
