Kangra’s Dual Crisis: Crumbling Infrastructure and Stray Cattle Claim Innocent Lives

Kangra (Himachal Pradesh) : Kangra is currently grappling with a severe safety crisis as a lethal combination of deteriorating road infrastructure and an unchecked stray cattle menace continues to claim lives.

The region, known for its scenic beauty, is facing mounting public outrage as frequent accidents expose deep-seated systemic failures in urban and rural management.  The danger posed by stray cattle has reached alarming levels.

Just this week, a tragic accident on the Matour-Shimla National Highway claimed the life of a 30-year-old motorcyclist who lost control while attempting to avoid a stray animal.

This is not an isolated incident; data indicates that stray cattle roaming highways are a primary cause of fatalities across the state, with Kangra identified as one of the most affected districts. Despite the implementation of a "cow cess," critics argue that insufficient shelter infrastructure and poor management continue to leave thousands of abandoned cattle on the roads.

Simultaneously, the district's aging infrastructure is under fire. Tourists and residents alike have reported narrow, pothole-ridden roads and inadequate traffic management, which become even more treacherous during the ongoing monsoon season. Recent reports of boulder falls on the Kangra bypass and vehicles plunging into gorges highlight the fragility of the transit corridors.

"The governance system is failing the public," noted road safety advocates, pointing out that both infrastructure neglect and the cattle crisis are preventable issues. As the state government faces calls for urgent intervention, the people of Kangra are demanding immediate structural repairs and a holistic, transparent policy for animal welfare to prevent further loss of life on their roads.
