Four Months After Formation Bir Nagar Panchayat Office Remains Completely Non Functional

Bir (Hmachal Pradesh) : Despite being upgraded to a Nagar Panchayat over four months ago, the newly designated civic body of Bir—a world-famous paragliding destination in Himachal's Kangra district—remains completely non-functional. The prolonged administrative delay has left thousands of local residents in a state of limbo, as they are currently unable to access even the most basic municipal and civic services.

The state government had officially notified the transition of Bir to a Nagar Panchayat to ensure better urban planning, systematic waste management, and modern infrastructure development for the rapidly growing tourism hub. However, four months after the notification, the civic body lacks a functional office building, designated administrative staff, and an appointed secretary to oversee operations.

Following the upgrade, the erstwhile Gram Panchayats in the region were dissolved to pave the way for the new urban local body. Consequently, residents are now caught in a bureaucratic vacuum. Essential daily administrative tasks, including the issuance of birth and death certificates, marriage registrations, and critical No-Objection Certificates (NOCs) for new water and electricity connections, have come to a complete standstill.

Furthermore, the absence of an active municipal body has severely impacted garbage collection and public sanitation in Bir, which hosts hundreds of international and domestic paragliders daily. Waste is beginning to pile up near key landing sites and market areas, threatening the local ecology and tourism appeal. Residents and local business owners have strongly urged the district administration to immediately post officers to the Bir Nagar Panchayat and open the physical office to address the mounting public grievances without further delay.
