Himachal Pradesh Launches Doorstep Public Dialogue to Shape Future Poverty Welfare Schemes

Shimla : In a historic shift toward bottom-up governance, the Himachal Pradesh government has moved away from office-centric policymaking by taking its welfare initiatives directly to the doorsteps of the state's most vulnerable residents. To uplift approximately 1.78 lakh ultra-poor families, the state launched a three-day public dialogue (Jan Samvad) campaign under the "Apna Parivar Sukhi Parivar Yojana."

Running across all administrative blocks in the state through August 8, the campaign brings local MLAs, administrative officials, and community members onto a single platform. Representatives are directly interacting with underprivileged households to gather feedback on their actual needs, including employment, healthcare, education, housing, and livelihood challenges. The insights collected will directly shape future policy modifications and inspire new welfare programs.

A key highlight of this initiative is the identification of around 85,000 households that remained excluded from the official Below Poverty Line (BPL) lists for years despite facing extreme financial hardship. By integrating these overlooked families into the welfare net, the Chief Minister Sukhvinder Singh Sukhu-led government aims to transition from basic financial assistance to sustainable social security and inclusive development.

The foundation for this initiative rests on an extensive, eight-phase survey conducted across Gram Panchayats. While the initial seven phases yielded 2,38,125 applications resulting in 1,20,011 verified families, the expanded eighth phase raised the total figure of ultra-poor households to nearly 1.78 lakh.

This unprecedented database provides the state government with a ground-tested roadmap to foster self-reliance, ensure dignified living standards, and guarantee that public policies in Himachal Pradesh are driven by the lived experiences of its citizens rather than government files.
