CM Sukhvinder Singh Sukhu Announces Rs 3500 Crore Disaster Resilient Infrastructure Plan

Shimla : Recognizing the escalating vulnerabilities of the ecologically fragile Western Himalayas, Chief Minister Thakur Sukhvinder Singh Sukhu announced that the state will develop robust disaster-resilient infrastructure at an estimated cost of 3,500 crore rupees. The multi-crore initiative is designed to strengthen Himachal Pradesh's engineering standards, scale up preparedness against natural calamities, and minimize future socio-economic losses.  

Presiding over a high-level workshop on climate-resilient planning, CM Sukhu underscored that the mountainous state’s difficult geographical terrain demands a major policy shift from post-disaster relief to long-term structural resilience. Recalling the devastating hydro-meteorological disasters of 2023, which claimed 51 lives and fully damaged nearly 23,000 houses, the Chief Minister noted that the increasing frequency of cloudbursts and flash floods is deeply linked to climate change.  

The proposed 3,500 crore rupee allocation will be strategically deployed to overhaul public transport networks, construct landslide mitigation systems, and reinforce critical water and power infrastructure to withstand extreme weather patterns. Additionally, separate engineering standards tailored specifically for the mountain region will be introduced alongside upgraded early warning systems to continuously monitor vulnerable glacial lakes.  

As part of this modern push, the Chief Minister also launched the Himachal Social Impact Assessment Management System (SIAU) Portal. This dedicated portal will ensure data-driven decision-making, optimize inter-departmental coordination, and maximize administrative transparency during infrastructure execution. Stressing that "development without resilience is not sustainable," Sukhu asserted that the government is fully prepared to enforce bold development practices to safeguard lives and preserve the state’s economic growth trajectory.
