New Delhi : In a major counter-terrorism breakthrough, the Special Cell of Delhi Police has successfully dismantled an ISI-sponsored inter-state terror and arms network. The coordinated operation resulted in the arrest of four operatives who were allegedly plotting localized terror activities and high-profile shooting incidents across the national capital.  

The arrested individuals have been identified as Shubdeep Singh, Gurjant Singh, and Sajan Singh—all hailing from the border district of Tarn Taran in Punjab—and Gaganpreet, who was apprehended within Delhi.

During the targeted raids, law enforcement teams successfully recovered two foreign-made semi-automatic pistols, nine live cartridges, and five mobile handsets used for cross-border communications.  According to senior police officials, the module was functioning under the direct instructions of Pakistan-based Inter-Services Intelligence (ISI) handler Shahzad Bhatti.

Interrogation logs revealed that the suspects used virtual international phone numbers and encrypted social media platforms to synchronize their activities and mask their digital footprints from intelligence agencies.  Investigators disclosed that the network utilized cross-border drone drops in Punjab to smuggle advanced weaponry, ammunition, and commercial narcotics into Indian territory.

Gaganpreet was specifically tasked by his Pakistani handlers with conducting detailed reconnaissance (recce) of sensitive police establishments and religious institutions in Delhi. He filmed video layouts of these locations and transmitted them across the border for active operational planning.

 The timely intervention by the Special Cell, led by specialized investigative teams under the command of ACP Vivek Kumar Tyagi, disrupted the module's imminent strike plans. Legal proceedings have been initiated under relevant sections of the Bharatiya Nyaya Sanhita (BNS) and the Arms Act. Security agencies are conducting wider forensic audits on the seized mobile devices and tracking local bank transactions to unearth additional sleeper cells connected to the network.
