Kullu:   Highlighting a severe environmental breakdown in one of India's most popular tourist destinations, a joint inspection panel constituted by the National Green Tribunal (NGT) has exposed an alarming waste management disaster across the Kullu valley.

The findings highlight rampant violations of the Solid Waste Management Rules, 2016, pointing to administrative failure by local municipal bodies.  The independent probe was ordered by NGT's Principal Bench following a petition filed by local residents.

The investigation revealed that public recreational spaces, including the historic Nehru Park in Sarvari, were being systematically dismantled and used as illegal dumping sites for heavy construction debris, grit, and abandoned public amenities.

Furthermore, the local municipal council had controversially issued short-term tenders to build a Material Recovery Facility (MRF) shed directly inside this public green zone, effectively destroying an urban ecosystem meant to act as the city's "green lungs."

 The environmental hazards escalate significantly near local water bodies. The panel reported that the unauthorized dumping activities are situated less than 30 meters from the bank of the Sarvari river, a major tributary feeding directly into the Beas river.

Under central environmental statutes, such waste-handling units must maintain a minimum buffer of 100 meters from natural rivers to eliminate leachate contamination. Additionally, the site operates within a 10-kilometer radius of the Bhuntar airport, directly violating safety laws that require a 20-kilometer separation from aviation bases to prevent bird-strike hazards caused by scavenging wildlife.  

Responding strictly to the panel's visual and physical evidence, the NGT has ordered an immediate freeze on all construction and land-use modifications in the zone. Local police and district magistrates have been given strict directives to halt solid waste disposal at the site on a permanent basis.

The tribunal is now moving to enforce the "Polluter Pays Principle," warning of heavy financial penalties against municipal authorities while demanding a clean, scientifically compliant relocation strategy away from dense residential settlements.
