Prashant Kumar, Director General of Police, Uttar Pradesh, reviewed the upcoming festivals (Rakshabandhan, Nagpanchami, Sawan Jhula and Shri Krishna Janmashtami), law and order, redressal of public grievances, preparations for police recruitment examination etc. through video conferencing with all the Zonal Additional Director General of Police / Commissioner of Police / Regional Inspector General of Police / Deputy Inspector General of Police, Uttar Pradesh.

During the review, mainly instructions were given to take action on the following points: -

1.There is a need to be extra cautious on the upcoming festivals like Rakshabandhan, Nagpanchami, Sawan Jhula, Shri Krishna Janmashtami. In view of the festivals, meetings of peace committees should be held and continuous dialogue should be maintained with the organizers of the program etc. and active cooperation of digital volunteers and civil defense should be taken.

2. By examining the entries in the festival register available at the police stations, if any problem is seen in the past years or present in view of the upcoming festivals, then it should be resolved in time and by identifying TROUBLE SPOTS in each police station area, the concerned Area Officer / Magistrate and Police Station In-charge should go to each TROUBLE SPOTS and solve the problems. No new tradition should be allowed to start.

Temples which are situated on the banks of any river should be identified and adequate and proper security arrangements should be ensured by visiting all such places in advance.

Adequate lighting arrangements should be made on the river ghats and from the security point of view, barricading should be done and divers and water police should be deployed on duty.

Activities on inter-state and international borders should be continuously monitored and coordination should be maintained with the security forces deployed on the border.

The district intelligence system should be made more active. While briefing all the personnel of the district, all the gazetted officers, police station/outpost and beat level personnel should also be alerted and activated. Taking even the smallest information very seriously, appropriate legal action should be taken promptly. Its proper monitoring should be done at the level of senior officers.

Effective patrolling/patrolling/checking should be done under the supervision of gazetted officers at the hotspots/sensitive places identified by UP-112 PRV vehicles and other patrolling vehicles of the police.

Poster party and morning checking team should be kept active in all the districts and should be sent for regular checking in the morning.

In view of the festivals, regular foot patrolling should be done by making adequate security arrangements at railway stations, bus stations, markets, malls, important establishments, sensitive places and crowded places.

Regular monitoring should be done using CCTV and drone cameras as per requirement. The social media team of all the commissionerate/district should monitor every platform of social media 24X7 and in coordination with the social media team at the headquarters, immediate legal action should be taken by taking cognizance of objectionable/misleading posts.

All the officers should sit in the office on time and hear the complaints of the public on priority basis and ensure that the public complaints are resolved with sensitivity and proper legal settlement on priority basis.

Continuous dialogue should be maintained with the public representatives and the complaints received through the public representatives should also be heard on priority basis and proper legal settlement should be ensured.

Necessary arrangements should be made to conduct the examination to be held for the posts of UP Police Constable Civil Police-2023 Direct Recruitment in a clean environment.

As per the instructions issued earlier under Operation Conviction, action should be taken to get the accused punished in maximum number of cases by identifying the charges of serious nature and getting effective advocacy done in the Hon'ble Court. The activities of mafias and organised criminals and their gang members should be closely monitored and effective action should be taken against them and action should be taken to confiscate the illegally acquired property under Section 14(1) of the Gangster Act.

It is often seen that contrary to the norms, silencers are being removed from motorcycles and motorcycles are being driven at high speed in public places by miscreants. Legal action should be taken by running a campaign against them. During festivals, sound amplifying devices/loudspeakers should be used as per the standards and previously issued instructions only. Strict compliance of the above instructions should be ensured.
