CS SP Goyal Orders Overhaul of UP Secretariat: Modernization, Mandatory Digitization, and E-Auction of Scrap

Lucknow : Chief Secretary S.P. Goyal presided over a high-level review presentation focused on the modernization, civil engineering, electrical upgrades, and administrative overhaul of office rooms, waiting areas, and conference halls across the Uttar Pradesh Secretariat complex. Issuing a series of directives to senior officials, the Chief Secretary emphasized transforming the Secretariat into a more systematic, modern, clean, and efficient working environment.

To ensure optimal space management and streamlined operations, Chief Secretary Goyal instructed that physical files and administrative records in all sections be organized systematically. He mandated the timely sorting and disposal of old registers, obsolete records, and unused inventory according to government rules to eliminate clutter across departmental chambers.

Underscoring the importance of digital governance, the Chief Secretary ordered the mandatory, time-bound digitization of all pending physical files. Complete digital archiving, he noted, would guarantee the safe long-term preservation of critical state documents while enabling rapid retrieval during operational requirements.

The review also targeted meeting infrastructure. The Chief Secretary directed officials to upgrade and modernize all existing Secretariat conference rooms and meeting halls, specifically mandating the integration of state-of-the-art video conferencing systems across all venues. Addressing campus aesthetics and maintenance, he instructed that unserviceable materials be disposed of through a transparent e-auction process.

Additionally, Chief Secretary Goyal stressed stringent cleanliness standards, ordering regular sanitation of office spaces and restrooms. To boost safety and visual cleanliness, he directed the immediate tidying and organization of exposed wiring running along walls and poles across the complex. The review was attended by Additional Chief Secretary (Energy) Dr. Ashish Kumar Goyal, Principal Secretary (Secretariat Administration) Manish Chauhan, Principal Secretary (PWD) Ajay Chauhan, and other senior officials.
