Yogi Government Unveils Massive ₹59,019 Crore Supplementary Budget for FY 2026-27: Industrial Development, Power, & Infrastructure Take Center Stage

Lucknow :  In a major push toward expanding infrastructure and driving economic growth, the Uttar Pradesh government presented a massive ₹59,019.54 crore supplementary budget for the financial year 2026-27 on the second day of the state assembly's monsoon session. Presented by Finance Minister Suresh Kumar Khanna, the supplementary allocation represents 6.47% of the state’s original annual budget.

With a aggressive focus on long-term development projects, the government has heavily prioritized capital expenditure over revenue allocation, aiming to position Uttar Pradesh as a premier industrial and infrastructure hub in India.

Key Highlights: Capital Expenditure Takes Precedence

• Out of the total supplementary package of ₹59,019.54 crore:
• Capital Outlay (Development & Infra): ₹41,620.04 crore
• Revenue Outlay (Operational & Administrative): ₹17,399.50 crore

New Development Schemes: ₹7,854.25 crore allocated specifically to launch fresh initiatives alongside expanding existing projects.

Speaking on the assembly floor, Finance Minister Suresh Kumar Khanna emphasized that the heavy tilt toward capital expenditure aims to accelerate ongoing works in roads, power generation, industrial corridors, rural connectivity, and public health.

Sector-Wise Allocations: Who Got What?
The supplementary allocations reflect the administration’s core economic priorities, led by industrial development and rural empowerment.

1. Heavy & Medium Industries – ₹22,107.88 Crore (Top Priority)
The largest chunk of the supplementary budget has been earmarked for the Department of Heavy and Medium Industries. The funds will be deployed to incentivize mega industrial projects, improve investment infrastructure, and create large-scale employment across the state.

2. Rural Development – ₹17,942.73 Crore
Reinforcing its commitment to rural growth, the state allocated significant resources toward rural infrastructure, panchayat development, livelihood initiatives, and civic amenities across villages.

3. Energy Sector – ₹7,422.27 Crore
To support uninterrupted power supply across domestic and industrial sectors, the energy department received a substantial boost. Funds will focus on upgrading transmission networks, expanding grid infrastructure, and ensuring operational reliability.

4. Healthcare & Medical Services – ₹2,000.25 Crore
The funds allocated to the Department of Medical, Health, and Family Welfare will go toward strengthening hospital infrastructure, enhancing emergency services, and expanding public healthcare access.

5. Social Welfare & Women Empowerment – ₹2,749.40 Crore
Social Welfare Department: ₹1,655 crore for social security pensions and welfare initiatives.

Women Welfare Department: ₹1,094.40 crore targeting safety, self-reliance, and empowerment schemes for women.

6. Public Works Department (Roads & Bridges) – ₹700.01 Crore
Targeted funding for PWD to fast-track construction, maintenance, and expansion of critical highways, bridges, and local road connections.

Addressing concerns regarding public debt, Finance Minister Suresh Kumar Khanna reassured the house that the state’s fiscal health remains robust. He highlighted that Uttar Pradesh’s fiscal deficit continues to remain strictly within the statutory limits prescribed by regulatory guidelines, demonstrating disciplined financial governance alongside high-volume capital spending.
